14.12. Attempted Kidnapping of a Federal Agent
The intentional act of planning or attempting to abduct, detain, or transport a federal agent (e.g., FIB, U.S. Marshal, or DOJ official) without lawful authority, where the attempt fails or is interrupted before the kidnapping is completed.
This includes actions such as trying to forcefully restrain the agent, luring them under false pretenses, or preparing a location for the abduction, with clear intent
