7. Federal Terrorism Laws
9.1 LS Terrorism Act β Title and Purpose
9.1.1 Title This legislation shall be known as the Los Santos Terrorism Act.
9.1.2 Purpose To define and regulate offenses related to terrorism, ensuring state security, public safety, and the protection of government institutions from acts of violence, coercion, and intimidation. This Act authorizes law enforcement and judicial agencies to act against individuals and organizations engaged in terrorist activity within Los Santos and the State of San Andreas.
9.2 Definitions
9.2.1 Terrorism Terrorism is defined as any act or threat of violence, destruction, or intimidation, committed with the intent to:
Influence a government entity, law enforcement agency, or judicial body through unlawful means.
Instill fear or coerce the civilian population.
Disrupt essential public services or infrastructure.
Engage in targeted violence against public officials to further ideological or political agendas.
9.2.2 Designation of a Terrorist Organization Any group or entity that:
Repeatedly commits acts of terrorism.
Provides material support or intelligence for terrorism.
Recruits or incites others to commit terrorism.
9.2.2.1 Official Designation Process Designation must be made by at least two (2) senior officials (rank of Judge, Deputy Chief, or higher), enabling special enforcement measures.
9.2.3 Material Support for Terrorism Includes but is not limited to:
Providing funds, weapons, explosives, intelligence, transportation, safe houses, or logistical support.
Knowingly harboring terrorists or fugitives linked to terrorist acts.
Any individual who commits or conspires to commit acts of terrorism or treason against the LS Federal Government or its citizens shall face severe federal penalties. These crimes include, but are not limited to:
Bombings or coordinated attacks in public or government areas
Hostage-taking with political or ideological motives
Large-scale cyberattacks targeting infrastructure, intelligence, or public safety
Assassination or attempted assassination of government officials
Providing material aid to foreign or domestic terror cells
Armed insurrection, sabotage, or direct participation in the attempt to overthrow the government
